Introduction

Monitoring and Evaluation (M&E) is a critical function in development projects aimed at tracking progress, assessing impact, and ensuring that resources are used effectively to achieve project goals. This Two-Week Advanced Monitoring & Evaluation and Reporting Training Course is designed to enhance the capacity of participants to manage M&E systems, apply advanced M&E tools, and produce high-quality reports that inform decision-making processes. The course will delve into both qualitative and quantitative aspects of M&E, as well as best practices in reporting for diverse stakeholders.

This course offers participants an opportunity to deepen their M&E skills, learn new tools, and gain hands-on experience in designing, managing, and reporting on M&E systems. Through practical applications, case studies, and interactive learning, participants will leave with enhanced knowledge to improve their projects' M&E processes and reporting standards, contributing to more impactful development outcomes.
Participants who successfully complete the course will receive a Certificate of Completion.

Course Objectives

By the end of the training, participants will be able to:

1.Develop and implement comprehensive M&E frameworks and strategies for projects and programs.

2.Design effective indicators for project monitoring and evaluation.

3.Apply advanced data collection and analysis techniques (both qualitative and quantitative) to generate meaningful insights.

4.Use digital tools for monitoring and evaluation, including data visualization and Geographic Information Systems (GIS).

5.Conduct impact evaluations and contribute to evidence-based decision-making.

6.Produce high-quality M&E reports tailored to different stakeholders, including donors and project beneficiaries.

7.Design and implement participatory M&E approaches that engage communities and other stakeholders in the evaluation process.

Who should Attend:

·   Mid to Senior-Level M&E Officers,

·   Program Managers,

·   Development Practitioners,

·   Project Coordinators, and

·   Any professionals involved in project planning, monitoring, evaluation, and reporting in development projects.

Duration:
10 Days

Course Structure

The training will be conducted over a 10-day period, split into modules that build progressively on each other. Each day will feature a blend of theory, case studies, practical exercises, and group work. Digital tools and software for M&E will also be integrated into the course.

Day 1-2: Introduction and M&E Fundamentals Refresher

Key Topics:

·   The M&E cycle: From project design to reporting.

·   Importance of M&E in project management.

·   Review of key concepts: inputs, outputs, outcomes, and impacts.

·   Stakeholder mapping and engagement in M&E processes.

Practical Exercise: Identifying and mapping stakeholders for an existing or hypothetical project.

Day 3-4: M&E Frameworks and Designing Indicators

Key Topics:

·   Developing M&E frameworks and theories of change.

·   Logical framework (LogFrame) approach and its applications.

·   Designing SMART indicators: Specific, Measurable, Achievable, Relevant, and Time-bound.

·   Types of indicators: Output, outcome, and impact indicators.

Practical Exercise: Participants will design an M&E framework for a sample project, complete with clear indicators.

Day 5-6: Data Collection Methods and Tools

Key Topics:

·   Data collection strategies: quantitative vs. qualitative methods.

·   Survey design and data collection instruments (questionnaires, focus group discussions, interviews).

·   Use of sampling techniques and managing bias in data collection.

·   Digital tools for data collection (KoboToolbox, ODK, SurveyMonkey).

Practical Exercise: Develop a data collection plan, including the design of a questionnaire and selection of sampling methods for a case study project.

Day 7-8: Data Analysis and Interpretation

Key Topics:

·   Quantitative data analysis using software (SPSS, Stata, Excel).

·   Qualitative data analysis: thematic analysis, coding, and narrative synthesis.

·   Data visualization techniques: creating charts, graphs, and dashboards.

·   Introduction to Geographic Information Systems (GIS) and mapping for M&E.

Practical Exercise: Analyze a set of quantitative data and present the findings using data visualization tools.

Day 9: Impact Evaluation and Advanced M&E Techniques

Key Topics:

·   Introduction to impact evaluation methods: experimental (randomized controlled trials) and quasi-experimental designs.

·   Theory-based evaluation: Contribution Analysis and Process Evaluation.

·   Cost-benefit and cost-effectiveness analysis in M&E.

·   Utilizing real-time M&E and adaptive management techniques.

Practical Exercise: Participants will develop an impact evaluation design for a sample project and discuss the pros and cons of different methodologies.

Day 10: M&E Reporting and Communicating Results

Key Topics:

·   Best practices in M&E reporting: clarity, conciseness, and audience-specific approaches.

·   Structuring an M&E report: executive summary, findings, conclusions, and recommendations.

·   Data visualization and presentation for different stakeholders (donors, project teams, communities).

·   Storytelling in M&E: Using data to tell compelling narratives about project success and challenges.

Practical Exercise: Write an executive summary and key findings for an M&E report based on a real or hypothetical case study. Participants will practice presenting their reports to the group.
